In the Dark
Nobody is asking questions. Party! Party!
Mostly corrupt, but not entirely. They’re in the dark almost entirely. As cops they want to maintain the status quo as they see it, regardless of who suffers.
Getting away with murder, literally, they don’t want to rock the boat. They do want to know why the Irish gave up the lucrative end of the business.

The city is rife with sin and corruption, we must save the sheep while there are any left to save. The government can’t save the people, so we will.
The time for oppressive capitalist pig dog leadership is over. Viva la revolution!
In the Know
There’s a mysterious power that everyone wants. The mobs keep the supernatural threats in line.
They’re acquiring power at reasonable costs, at least, to them. Why change what works?
Summer and Winter don’t hold sway here, keeping it that way would be nice.
The railway company knows that too much change can destabilize the magic of the railroad tracks.
Who knows what they’re really after, but so far they seem content to keep things as they are.

The influence of Chinese medicine has clued a great many into the fact that something is seriously wrong in Oakland. Not to mention the fact that most of the railways were built by Chinese workers. Most of Chinatown knows it needs to get political power, and quickly.
